A decree, signed by Federal Migration Service (FMS) chief Konstantin Romondanovsky, stipulates that “persons, whose religious beliefs forbid appearance in public with their head uncovered, are allowed to be photographed in headwear that leaves their face fully open”.

The decree brings photo requirements for migrant workers into compliance with requirements for Russian ID photos.

The Russian interior ministry authorised country’s Muslims to wear headscarves in photos for internal passports in 2003.
