Vienna : The International Atomic Energy Agency (IAEA) chief Mohamed ElBaradei postponed submitting a report on Iran nuclear issues, which as scheduled should be referred to IAEA members on Wednesday, to Thursday without explanation.

The new report will be discussed by the agency’s 35-nation Board of Governors on Nov. 22 and if it reaches negative conclusions, the west might impose new sanctions on Iran.

But IAEA confirmed that it received a 15-page paper submitted last week by Iran concerning its development of metallic uranium, which is considered by nuclear experts as a technology to make atomic bomb.

Some diplomats in Vienna interpreted the move just before Elbaradei should referred the report on Iran nuclear program as a “concession” made by the country in order to prevent the United Nation Security Council from imposing new sanctions against it.

However, western diplomats, including Gregory Schulte, ambassador of the United States to IAEA, said that Iran submitted the paper too late to show its sincerity to cooperate with the agency.
