EU to Adopt New Treaty

Brussels, Oct 5 (Prensa Latina) On October 18 and 19 the European Union Summit will discuss a 256-page draft to replace the failed Constitution approved by 18 votes in 2005 except for France and Holland.

Attorneys from the 27 member-states managed to conciliate the heterogeneous interests issued last June by the heads of state in a document the foreign ministers will discuss in Luxembourg before the Summit.

Poland’s opposition to a double-majority vote was settled by deferring its 2009 enforcement to 2014. The current voting system will be in force until 2017 that marks the end of Poland’s veto power.

London also called not to include the entire Letter of Basic Rights, declared binding save for the UK.

The new treaty will be voted on by year’s end and the European Parliament elections will confirm it in 2009.
