Igor Barinov, vice president of the Russian Duma (Lower Chamber) Defense Committee, warned that threatening is being consolidated, and is beginning to determine the policy of such countries.

A report was presented Friday by Javier Solana, European Union’s High Foreign Policy and Common Security Representative, who predicted conflicts with Russia because of the Arctic natural resources.

Solana said that Moscow should take the approval given to Washington by Turkey, to install elements of the US anti-missile defense system in its national territory.

Barinov considered Moscow needs to strengthen links with these organizations, with a bigger financial support and a revision of the armament program approved until 2015, Russian radio station Radio Mayak commented.

These measures will reinforce regional security and the defensive capacity of the Russian Federation, the Russian expert concluded.

The Collective Security Agreement Organization is formed by Armenia, Belarus, Kazakhstan, Kirguizstan, Russia, Tadzhikistan and Uzbekistan, while China, Kazakhstan, Kirguizstan, Russia, Tadzhikistan and Uzbekistan form the Organization of Cooperation of Shanghai.

The sources said that parallel to the NATO Summit, Russian Defense Minister Anatoli Serdiukov, and his Chinese counterpart, Cao Gangchuan, talked on the phone on the topic, and on technical cooperation in the field.
