The relief package, which includes clean water, food, medical care and shelter, is aimed at helping people in Haiti, Cuba, Jamaica and the Dominican Republic, the European Commission said in a statement.

“Many vulnerable people in these countries are suffering and we need to act quickly to help them,” EU Humanitarian Aid Commissioner Louis Michel said.

Gustav slammed into the US Gulf Coast on Monday, whipping up fearsome rain and isolated tornadoes around a deserted New Orleans almost exactly three years after the terrifying disaster of Hurricane Katrina.
