Modi demands meet on internal security

New Delhi : Gujarat Chief Minister Narendra Modi has urged Prime Minister Manmohan Singh to immediately convene a meeting of all state chief ministers to discuss internal security concerns in the aftermath of the terror blasts in Jaipur Tuesday.

Attacking the Congress-led United Progressive Alliance (UPA) government, Modi in a letter to the prime minister said: “The central intelligence agencies send routine messages forewarning the states and feel satisfied that such events were anticipated and the intelligence wing was working on it.”

“The central government agencies are more like weather reports which are generally vague in nature,” he noted.

“If the intelligence collection is effective and accurate, there can be pre-emptive strikes against terrorist groups rather than resorting to investigations after the terrorist attacks,” Modi said.

The chief minister has demanded the institution of an Indian Intelligence Service (IIS) along the lines of the Indian Administrative Service (IAS) and Indian Police Service (IPS).

Gujarat faced the brunt of terrorism when two terrorists laid siege to the Akshardham temple in Gandhinagar in September 2002.

Modi said, “The central government expresses serious concern (over terrorist attacks) when they take place in UPA-ruled states, but when such incidents take place in the National Democratic Alliance (NDA) ruled states, it comes up with the usual knee-jerk reactions.”

In case of the Jaipur blasts that killed at least 63 people, the central government maintained that its intelligence agencies had forewarned Rajasthan – ruled by the BJP – of a terrorist attack.

Reiterating his Bharatiya Janata Party’s demand for a stringent anti-terror law, Modi said, “At present terrorist activity cases are tried under ordinary legal regime, which is too inadequate to have a deterrent effect.”
