New Delhi: The Faculty of Law, Jamia Millia Islamia is organizing a novel and prestigious National Law Reform Competition from March 25 to 27, 2011. There are 22 Law Schools from all over India who are participating in this event. The participating teams are required to venture on drafting an extensive Law Reform.
The Indian Penal Code was drafted more than fifteen decades ago. The time has come to re-look at this substantive law of the country though it has gone through amendments from time to time. This competition is confined to three specific areas. The participating teams are required to venture on drafting an extensive Law Reform. Proposal on any one of the following three focus areas, in the form of a Law commission report:
–An amendment of ‘Offences Affecting the Human Body’
–Introducing a specific chapter on ‘Crimes Against Women’ which are presently scattered in the code
–Incorporating a specific chapter on ‘Socio-Economic Offences’
In drafting the proposal the teams have been given the freedom to: De-criminalize certain offences; Re-define offences; Enhance punishments/Fine; Decrease punishments; Advocate for a ‘victim orientation’ to criminal justice in re-defining crimes and in awarding punishments; Advocate for ‘restorative justice’ in crimes of lesser gravity; Introduce other innovative provisions.
The participating teams are required to submit their written draft proposals. Subsequently, in an oral Round, they will defend their proposal and answer questions put to them by the Judges. This is scheduled for March 25-27, 2011 at the Faculty of Law, Jamia Millia Islamia.
The Inaugural Function is scheduled to be held on March 25, 2011 at 3.00 pm at the FTK-CIT Conference Hall. Dr. Justice Malimath, Former Chief Justice, High Court of Kerala & Chairman, Committee on Reform of Criminal Justice System in India, will inaugurate the competition.
Mr. Najeeb Jung, Vice Chancellor, Jamia Millia Islamia will preside over the Function. Mr. Vivek Tankha, Addl. Solicitor General of India will be the Guest of Honour.
The Preliminary Rounds of the Competition will be held on March 26, 2011 at 10.30 am and will be continued in the afternoon. The Final Round of the Competition is scheduled for March 27, 2011 at 10.30 am.
The Valedictory Function is scheduled for Sunday, March 27, 2011 at 4.00 pm. at the Ansari Auditorium. Hon’ble Mr. Justice Cyriac Joseph, Supreme Court of India will deliver the valedictory address. Mr. Colin Gonsalves, Sr. Advocate will be the Guest of Honour.
